There are trends and drivers in government proposals that companies need to know about to acquire and maintain a winning edge. I put together a report that is based on the copious notes I took at the March 18, 2009 Association of Proposal Management Professionals (APMP) Roundtable, where four "heavy weights" in business development presented their perspectives on what it takes to win business in the federal arena today.

The four roundtable speakers who shared their observations about the latest trends and drivers, and the resulting best practices for winning were: Tim Hannigan, vice president of business development at Northrop Grumman Technical Services; Gary Shumaker, president of Gary E. Shumaker, Inc., one of the nation's leading consultants who help small businesses overcome their lack of size and experience and succeed at winning contracts; Richard Soll, senior proposal manager at the Science Applications International Corporation's (SAIC) McLean, VA proposal development center; and Karl Spinnenweber, who has just been promoted from the position of VP of strategic business management at Computer Sciences Corporation (CSC) to a chief operating officer position.
