Capture Manager Leads pre-final RFP activities that include: developing, updating, and maintaining the Capture Plan; managing the development of the Win Strategy; developing and updating Contact Plan; helping prepare Gate Review presentations; shaping the RFP; performing competitive analysis and facilitating Black Hat reviews; overseeing development of the solution that includes discriminators, technical and management approaches, cost strategy (in conjunction with the Deal to Win team), and risk management strategy; preparing the resource plan; assisting with assembling a winning team; and developing win themes.
Proposal Manager Leads the development of Proposal Plan; conducts proposal Kick-Off; develops proposal forms, templates, and compliance checklists; issues assignments; trains the authors; develops and tracks proposal schedule; maintains shared proposal workspace; oversees all proposal activities that include outlining, storyboarding, section drafting, graphics development, and progress tracking; oversees preparation of proposal for reviews and delivery; works in conjunction with the orals coach to prepare for orals; leads status meetings; and works in conjunction with the capture manager to implement win strategy in the proposal.
Volume Lead Leads proposal volume, factor, or major section development, reporting to the proposal manager. Leads and trains authors to ensure content is compliant, responsive, and compelling, and that claims are substantiated. Helps with outline and graphics development. Tracks status and reports progress. Writes some of the sections content, depending on the size of the management task.
Technical Writer Reports to the Volume Lead. Writes and restructures/rewrites/edits proposal sections, resumes, and past performance references; conceptualizes graphics; and prepares tables and focus boxes. Brainstorms and helps in outlining proposal sections that are compliant and written to obtain the highest possible evaluation score. Issues data calls and interviews subject matter experts to collect the right content.
Senior Graphic Artist Conceptualizes and renders graphics based on the proposal content, working in conjunction with the proposal management, writers, and subject matter experts. In proposals with dozens of graphics, oversees other artists, ensuring that all graphic content is consistent, clear, complete, concise, and correct. Also ensures that graphics are customer-focused and follow the rules for winning proposal graphics. Implements win themes into the graphics.
Scheduler Provides principal scheduling leadership and expertise in Project or Primavera on proposals to develop a program schedule, and instantiates IMP/IMS or other program plans into realizable schedules.
Graphic Artist Renders graphical concepts drawn by the original authors by hand, in PowerPoint, or Visio in professional vector graphics and photo editing software, using the proper graphic design principles.
Technical Editor Provides light, moderate, and in-depth editing and proofreading (copy edit) of proposal sections and graphics to ensure consistency, clarity, completeness, conciseness, and correctness. Oversees development of an acronyms list.
Desktop Publisher Using Word or PageMaker, lays out the proposal as a final document ready for review and customer submission.
Proposal Coordinator Provides administrative support during the proposal effort. Organizes meetings, posts announcements, manages collaborative workspace folders, updates the proposal wall, manages graphics versions, uploads documents, ensures sufficient copies of review documents, coordinates proposal sections among the writers, consolidates the proposal document, and serves as the proposal manager's right hand.
Strategy Support Typically former government executives or senior subject matter experts. Provide executive strategy development leadership during capture. Lead key relationships development. Help shape the RFP. Participate in or facilitate the reviews. Provide constructive and practical recommendations on getting proposals to winning quality.
Orals Coach Coaches teams and individuals to prepare them for oral presentation. Helps to develop a compelling story and exhibit the right verbal and non-verbal cues to win over the government evaluators. Assists in honing the oral presentation slides to tell a winning story.
