The U.S. Coast Guard has advanced the Business and Logistics Management Support Services (BL/MSS) Blanket Purchase Agreement (BPA), signaling crucial dates for prospective vendors. This $1.4 billion, 10-year initiative seeks to enhance the Coast Guard’s operational capabilities through comprehensive management support services, emphasizing business, logistics, and IT support.

Updated Timeline and Key Milestones:

Pre-Solicitations Issued: Targeting capable small business vendors on GSA MAS SIN 541611, the Coast Guard released pre-solicitation notices on Friday, Feb. 9.

Industry Day Announcement: An Industry Day is scheduled for February 20, 2024, from 1 – 2pm ET, open to vendors who have completed the Virtual Industry Day Signup Sheet.

Final Solicitation Release: The final Request for Proposals (RFP) is now expected to be issued in late March to mid-April 2024. Proposals/quotes will be due in mid-June with award notifications anticipated in mid-July.

Dedicated Small Business Set Aside

This contract is a 100% Small Business Set-Aside, focusing on Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Economically Disadvantaged Women-Owned Small Business (EDWOSB) categories, in line with the Government’s vision of fostering diversity and inclusion. Using the GSA Multiple Award Schedule (MAS) Professional Services Category, Special Item Number (SIN) 541611 vendors, the BL/MSS contract promotes competitive yet innovative solutions to the challenges faced by the U.S. Coast Guard.
