On January 12, 2026, GSA released the final RFP for OASIS+ Phase II, reopening solicitations across all six pools with 13 service domains—five more than Phase I. This expansion represents one of the largest professional services contract opportunities in the federal marketplace, with no contract ceiling, no cap on awards, and continuous on-ramping for qualifying firms.

The Phase II RFP includes important clarifications that simplify multi-domain submissions and reduce proposal development burden. One major RFP requirements change, greatly beneficial to small companies, clarifies that firms can reuse Qualified Past Performance (QPP) across multiple domains through the OASIS+ Submission Portal, significantly reducing the burden of multi-domain proposals.
