The OASIS+ Phase II solicitation went live on January 12, 2026, and remains open with continuous on-ramping. With six contract pools, 13 service domains, no contract ceiling, and no cap on awards. It is worth noting that there are approximately 150 functional areas to map past performance to the set of domains, which makes this vehicle essential for small businesses in professional and technical services.
While continuous on-ramping removes hard deadlines, it doesn’t eliminate the value of moving quickly. OASIS+ is actively replacing three legacy vehicles—OASIS, BMO, and HCaTS—which generated $133.7B in combined spending, and firms awarded sooner will be positioned to compete for task orders and generate new revenue streams.

WHY EARLY POSITIONING MATTERS
The proposal on-ramp process takes time that supports alignment with domain qualification analysis, past performance documentation, pricing strategy development, and compliance reviews.
As federal agencies transition from expiring contracts to OASIS+, firms awarded sooner will be positioned to compete as task orders migrate to the new vehicle throughout 2026. Early positioning also allows time to establish relationships with ordering agencies, build teaming arrangements, and develop competitive pricing, which could result in sole-source task orders.
WHO SHOULD CONSIDER OASIS+
The vehicle is designed for firms with relevant past performance in federal, state, or commercial sectors that can compete on price and quality in these 13 domains:
- Technical and Engineering
- Research and Development
- Management and Advisory
- Environmental
- Intelligence Services
- Enterprise Solutions
- Facilities Services
- Logistics
- Business Administration
- Financial Services
- Human Capital
- Marketing and Public Relations
- Social Services
