The Air Force Test Center is releasing Fair Opportunity Proposal Requests (FOPRs) for TMAS 3 (Technical and Management Advisory Services for the Test Enterprise) through OASIS+ Small Business. With a combined value of approximately $1.5 billion across four task orders, TMAS 3 represents one of the largest near-term opportunities for firms holding OASIS+ Small Business contracts.

FOPRs are expected in late January/early February 2026, with proposals due 45 days after release. Firms awarded on OASIS+ Small Business under the applicable NAICS codes can compete immediately through the OASIS+ portal.

WHY TMAS 3 MATTERS

TMAS 3 provides professional services support for armament and aerospace research, development, acquisition, test and evaluation across the Air Force Test Enterprise. The scope includes both engineering and non-engineering support for requirements definition, program management, research and development, technical services, acquisition support, information management, logistics, and financial management.

This is AFTC’s enterprise-wide approach for management and advisory services, supporting the full spectrum of test and evaluation activities at three major Air Force test centers. For firms on OASIS+ Small Business with the required NAICS codes, TMAS 3 offers access to long-term R&D and program support work at Edwards, Eglin, and Arnold.

The four-task-order structure allows firms to compete for one or multiple locations based on their performance areas and geographic presence.

WHO SHOULD CONSIDER TMAS 3

TMAS 3 is open only to firms holding OASIS+ Small Business contracts under NAICS 541715 Ex 1 or 541330 Ex 1. Firms with experience in the following areas should evaluate which task orders align with their capabilities:
