The Department of the Air Force will soon unveil its Comprehensive Construction and Engineering (C2E) contract vehicle, earmarked as the top overall architecture, engineering, and construction (AEC) opportunity in 2024.

The Air Force could issue a Request for Proposals (RFP) as soon as February 2024 for this Indefinite Delivery Indefinite Quantity (IDIQ) with a total estimated value of $15 billion over 10 years. The department will award approximately 27 contracts, with 15 specifically saved for small businesses, according to draft solicitation documents issued in June 2023.

Scope of Work

The C2E contract spans an extensive range of design, construction, and engineering activities, tailored to meet both the Air Force and allied customer requirements. The scope of this global initiative involves:

Diverse Construction and Engineering Services: With projects at various worldwide locations, the contract encompasses tasks from Design-Build (DB) to Design-Bid-Build (DBB) construction, alongside necessary construction-phase design services.

Wide Array of Work Classifications: Including Sustainment Maintenance, Repair, Restoration, Modernization, Minor and Military Construction, and more. C2E offers a breadth of opportunities across multiple domains.

Challenges of Remote and High-Risk Environments: Contractors may be required to provide comprehensive support at remote, austere, or high-risk sites, entailing meticulous planning and robust logistics capabilities.

Stringent Compliance Standards: All activities must adhere to a range of federal, state, local, and international laws and criteria, including Whole Building Design Guide, Unified Facilities Criteria, and other relevant guidelines.

Qualifications and Scoring

Past Experience

Offerors can submit a maximum of 36 work samples which will be scored based on various criteria, including the number of primary construction program areas supported at Department of Defense (DoD) installations, the total number of regions supported, and the total dollar value of the construction services projects.

The scoring criteria for small business set-asides specifically include points for work performed in different regions, outlying areas, austere, hostile, and contingency locations, among others. Points are assigned for experience in these various categories, with a maximum number of points available for each criterion.

Maximizing Points

For the C2E contract, small businesses must submit work samples that support DoD or non-DoD installations. The scoring for these work samples is based on their total dollar value, including any options. Specifically:

  • One point is awarded for each work sample with a value between $100,000 and $10.9 million.
  • Two points are given for each work sample valued between $11 million and $30.9 million.
  • Three points are allocated for each work sample in the $31 million to $50 million range.

Only work samples where the offeror was the prime contractor are eligible for scoring.

Documentation: Offerors must submit official contract documentation, including Performance Work Statements, Statements of Work, Contract Data Requirement Lists (CDRLs), etc. Importantly, Indefinite Delivery Indefinite Quantity (IDIQ) contracts or other similar contract vehicles are not acceptable as proof of past experience.
