Army is preparing a recompete for ITSS (Instructor and Training Support Services), a $249 million multiple-award IDIQ for instructor and training support services at Fort Eisenhower, Georgia. ITSS provides comprehensive training and training support services for Army cyber, signal, and electromagnetic warfare courses, supporting Military Occupational Specialty training in Career Management Fields 25 (Signal) and 17 (Cyber).

The government is currently finalizing the acquisition strategy, with the solicitation expected in Q2 2026. The recompete will be structured as a full small business set-aside, providing training firms with access to Army cyber and signal training delivery across the Cyber Center of Excellence, U.S. Army Signal School, U.S. Army Cyber Schools, and Cyber Noncommissioned Officers Academy.

WHY ARMY ITSS MATTERS

ITSS consolidates instructor and training support services for the Army’s Cyber Center of Excellence (CCoE), which is responsible for training Signal, Cyber Warfare, and Electromagnetic Warfare personnel to Army and Joint standards. The CCoE provides education and training for U.S. Army, foreign military, other services, and civilian personnel across Defensive Cyberspace Operations (DCO), Offensive Cyberspace Operations (OCO), Electromagnetic Warfare (EW), and cyberspace planning and integration.

As a full small business set-aside with multiple awards, ITSS provides training firms with structured access to Army cyber and signal training delivery. The contract supports Advanced Individual Training (AIT), functional training, and Professional Military Education (PME), along with Mobile Training Teams that deploy to Active Component and Reserve Component installations nationwide and OCONUS.

Training delivery includes classroom instruction, hands-on performance-oriented training, simulation/virtual training, and field exercises, requiring instructors with technical competency in cyber, signal, and electromagnetic warfare domains.
