The U.S. Army Intelligence and Security Command (INSCOM) has issued a Request for Information (RFI) for vendors capable of providing external assessment services to support the Army Counterintelligence Command (ACIC) in identifying vulnerabilities caused by ubiquitous technical surveillance (UTS).
This contract will require vendors to conduct in-depth, open-source and commercially available data investigations to assess the digital exposure of Army units, personnel, and infrastructure. The government seeks on-demand, tailored assessments that can inform risk mitigation strategies, improve operational security, and validate ACIC’s modernization efforts.
The draft Performance Work Statement outlines assessments that will span:
- Personnel profiles
- Locations and infrastructure
- Events or activities
- Entire organizational units
Contractors will be expected to use both conventional and advanced analytic tools to surface connections and patterns from public and commercial data sources, including social media, public records, ad-tech aggregators, and the deep/dark web. Final deliverables include visual reports with link analyses, risk recommendations, and strategic insights.
