The Department of Transportation has officially superseded SWES 2.0 with a significantly expanded vehicle called 1DOT Digital Services, raising the estimated ceiling from $548 million to $1.9 billion and broadening the scope to support DOT’s enterprise-wide “1DOT” IT Strategic Plan and digital factory model. The draft RFP is expected to be published on GSA eBuy on or around August 1, 2026, with awards anticipated in Q2 FY2027.
Firms that were tracking SWES 2.0 should treat this as a materially different opportunity — the scope, structure, value, and timeline have all changed.
At $1.9 billion with a dual-pool structure that defaults most task orders to small businesses, 1DOT Digital Services is one of the largest small business-accessible IT modernization vehicles DOT has ever put on contract.

WHY 1DOT DIGITAL SERVICES MATTERS
1DOT Digital Services is more than a rebranded SWES 2.0. The value has grown from $548 million to $1.9 billion, and the scope has expanded from software engineering support to DOT’s full digital transformation agenda, spanning cloud-native architecture, agile development, AI/ML solutions, and enterprise-level digital platforms across all DOT operating administrations. Where SWES 2.0 was focused on application software engineering, 1DOT Digital Services supports DOT’s shift away from siloed legacy systems toward shared, department-wide digital infrastructure.
This dual-pool structure is the most important focus for businesses, specifically since task orders will default to the small business pool, while complex, cross-modal projects will be reserved for the unrestricted pool. This means small businesses will have priority access to the majority of task order volume under a $1.9 billion vehicle — a meaningful advantage compared to a traditional partial set-aside where large and small businesses compete for the same work.
With 15 incumbents on the prior SWES vehicle and a significantly expanded scope, the recompete field will be competitive. Firms that begin positioning now, before the RFI drops and well before the August draft RFP, will have the advantage of shaping their capture and proposal preparation strategy around DOT’s evolving requirements.
WHO SHOULD CONSIDER 1DOT DIGITAL SERVICES
1DOT Digital Services is designed for small IT firms providing software engineering, digital transformation, and cloud services in a federal civilian context. Firms with experience in the following areas should evaluate fit:
- Agile and DevSecOps software development
- Cloud-native application development and architecture
- AI/ML solution development and integration
- Application modernization and migration
- Software maintenance and sustainment
- UI/UX design and human-centered digital services
- Enterprise data management and analytics
- Cybersecurity integration in software development
Firms must hold an active GSA MAS contract with SIN 54151S or the legacy SINs 132 34 and 132 51 to be eligible. Given the dual-pool structure, small businesses should assess which pool their capabilities best align with and plan their proposal strategy accordingly.
