The U.S. Transportation Command (USTRANSCOM) and the Military Surface Deployment and Distribution Command (SDDC) are gearing up for the Universal Services Contract – 10 (USC-10). This contract vehicle, with an estimated value of approximately $4 billion, is crucial for the deployment, sustainment, and redeployment of U.S. forces globally. A final Request for Proposals (RFP) is expected this month, according to a pre-solicitation notice in SAM.gov.

The USC program is integral to SDDC’s worldwide mission, offering international ocean and intermodal distribution services in support of the Defense Transportation System (DTS). The DTS cargo includes a wide range of items:

  • Military equipment and related supplies
  • Supermarket-type commodities from the Defense Commissary Agency (DECA)
  • Department store merchandise from Army and Air Force Exchange Service (AAFES) and Navy Exchange Command (NEXCOM)
  • Supplies from the Defense Logistics Agency (DLA) and General Services Administration (GSA)
  • Mail from the Military Postal Service (MPSA)

This contract will handle substantial, recurring volumes of cargo across numerous global trade routes, making it a significant logistic operation. Although the competition will be full and open, it is limited to vessel owning/controlling companies.
