What we know about OASIS+

OASIS is known as an immensely successful Governmentwide Indefinite Delivery Indefinite Quantity (IDIQ) vehicle that contractors use for complex professional services. As the OASIS contract nears its end in three years, the General Services Administration (GSA) has introduced OASIS Plus (OASIS+), a new and enhanced multi-agency contract (MAC) designed to replace the success of OASIS and address some of its shortcomings. OASIS+ was developed in response to industry feedback, particularly from small businesses that had concerns about the original OASIS.

Since its first award in 2015, OASIS has seen over $48 billion in agency purchases and more than 3,200 task orders. The largest users of OASIS have been the Army with $30 billion in sales and over 450 task orders, followed by the Air Force with more than $28 billion in sales and over 1,000 task orders. Despite this success, there have been challenges. OASIS has often faced protests and delays, and small businesses have raised concerns about past performance entry requirements. The various pools within OASIS have had staggered on-ramp periods that caused confusion, and there were concerns about duplicated efforts across other GSA contracting vehicles.

Initially, the Best in Class Multi-Award Contract (BIC MAC) was slated to replace OASIS. However, OASIS Plus emerged as the successor to capitalize on OASIS’s strengths and address its challenges. So, what does the “plus” in OASIS+ entail?

OASIS+ Features:

• A 10-year contract period.
• Incorporation of elements from the consolidation of other contracting vehicles, such as the underperforming Human Capital IDIQ (HCATS) and the Building Operations and Maintenance (BMO) contract, into OASIS Plus.
• Continuous open enrollment after the initial set of awards, addressing previous limitations and on-ramp issues plagued by protests and challenges.
• Less restrictive evaluation criteria for small businesses compared to the original OASIS, with a draft evaluation strategy and matrix available for review.
• Solutions for small businesses that outgrew the small business standard on the original OASIS, making it challenging for them to transition to unrestricted OASIS.
• Removal of a total-dollar ceiling for all task orders on the contract, unlike its predecessor.

A pending SBA rule will allow small businesses to use their past performance experience as subcontractors as valid past performance when bidding for contracts, providing a significant boost to Small Businesses seeking the OASIS Plus contract.

An optional pre-proposal conference will be recorded and released online to provide an overview of the OASIS+ RFP(s). This recording will not introduce new information. Details on accessing the recording will be provided through this announcement in the coming days.

The OASIS+ Submission Portal (OSP) is open for registration. Industry is instructed to review the solicitation requirements on SAM.gov and view the pre-proposal conference. Offerors are also encouraged to review the RFP Cover Letter which provides additional details and industry FAQs.

The OASIS+ Small Business CO is the sole point of contact for all questions under this solicitation. Industry is welcome to submit any questions after viewing the pre-proposal conference and upon registering in OSP. Offerors must submit all questions regarding the solicitation via the OSP no later than July 6, 2023 @ 4:00 PM EST. Questions not submitted via the OSP will not be answered. GSA reserves the right to publicly discuss and publish, or simply consider, questions and comments regarding the RFP. Questions answered will be made available to all potential Offerors via SAM.gov.
