The U.S. Army Information Systems Engineering Command (USAISEC) is preparing an on-ramp to its Total Engineering and Integration Services IV (TEIS IV) contract, a $400 million IDIQ vehicle for information systems engineering and IT support services. The RFP is estimated to be released this summer, with performance beginning December 1st, 2026.

This is an on-ramp to the Army’s existing TEIS IV vehicle, which currently has six active contractors and is looking to add 10 more awardees. *Competition type has not been determined, which means the window to engage with the contracting office to shape the acquisition structure is now, which could support consideration for your small business set-aside designation.

WHY TEIS IV MATTERS

USAISEC is:

  • Army’s primary command for the joint warfighter’s- cyber systems engineering, integration, implementation, and cybersecurity engineering
    • Work spans the full lifecycle of information, communication, and cyber systems, from planning and design through installation, evaluation, and sustainment
    • For locations across the U.S. and overseas including active theaters of operation

This on-ramp is significant because TEIS IV already has established incumbents generating task order revenue, and adding ten new awardees expands the competitive pool for future orders. Firms that get on the vehicle now will be positioned to compete as task orders are issued across USAISEC’s global footprint, which includes Fort Huachuca, Fort Belvoir, Fort Gordon, Camp Humphreys in Korea, and Wiesbaden, Germany, among others.

WHO SHOULD CONSIDER TEIS IV

IT and Systems engineering services firms with relevant experience in the following areas should evaluate whether this on-ramp aligns with their capabilities and past performance:

  • Information systems engineering, integration, and architecture
  • Cybersecurity engineering and RMF/Risk Management Framework support, including Security Control Assessment-Validation (SCAV)
  • Military and commercial satellite systems engineering (X-band, Ku-band, Ka-band, UHF, EHF)
  • Network design, C4ISR systems, and enterprise IT infrastructure
  • Physical installation, de-installation, and site survey services
  • Test and evaluation of IT systems and communications equipment
  • DoDIN Approved Products List (APL) test sponsorship and product certification
  • Systems and network administration in classified and unclassified environments
  • Software development intrinsic to engineering and integration efforts
  • OCONUS project experience, including support in active theaters

Task order security requirements will vary and will be specified per award via specific DD Form 254 (DD 254). Firms should assess their clearance posture and background investigation infrastructure accordingly.
