The U.S. Army Corps of Engineers (USACE) – Galveston issued a pre-solicitation notice for a $7-Billion Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Horizontal Construction in Support of its Southwestern Division. The final Request for Proposals (RFP) is expected to be released February 21, with the estimated submission deadline of March 23, 2022.
A Draft RFP is available at SAM.gov under Notice ID: DRAFT_W912HY21R0012. USACE plans to award a target of 15 contracts: 10 on an unrestricted basis and 5 to Small Business concerns within the MATOC.

The work for this project involves construction and pre-construction services, including both Design-Build and/or Design-Bid-Build (DBB) construction for flood and storm damage reduction projects. Requirements include a mix of levees, floodwalls, drainage structures, pump stations, sector gates, channel widening, bridges, armoring, and other heavy civil construction according to the latest update on the contract. These MATOCs are intended to support USACE programs primarily within the boundaries of the Southwestern Division, such as civil works, operations, military construction and Interagency and International (IIS) support.
The North American Industry Classification System (NAICS) code for this procurement is 237990, which has a small business size standard of $39.5M. It will be solicited as an unrestricted acquisition with a small business reserve.
Proposals will be evaluated under the Two-Phase Design Build Process, using the best-value trade-off process. Estimated duration for the MATOC will be eight years, one four-year base and two two-year options.
