U.S. Space Force Space Systems Command, Enterprise Sourcing Division (SSC/PKA), is preparing the Security Support constellation of its Strategic Services Vehicle (SSSV) program. The projected magnitude of work is $132M, structured as a multiple-award, firm-fixed-price BPA against the GSA Multiple Award Schedule, and set aside 100% for Woman-Owned Small Business.

SSSV is a six-constellation program for Commercial Advisory and Assistance Services supporting Space Systems Command. Three constellations have already been released and three are pending RFQ release.

Released:

  • Administrative Support, Cybersecurity Support, and Acquisition Support (closed May 2026)

Pending:

  • Financial Management Support (RFQ1835805, released 9 September 2026, quotes due 13 October 2026),
  • Security Support (projected end of CY26Q4),
  • Engineering Support at $50M (projected CY27Q2)

The eligibility gate is narrow and worth confirming before anything else. Quotes will be solicited on GSA eBuy only, against GSA MAS. SSC states plainly that MAS holders must have the correct NAICS and category incorporated into their schedule to be eligible for award. For Security Support that means NAICS 541513 and SINs 54151S, 518210C, and 54151HACS — the last being Highly Adaptive Cybersecurity Services.

OPPORTUNITY SNAPSHOT

  • Opportunity: SSSV Security Support BPA (Strategic Services Vehicle constellation)
  • Agency: S. Space Force, Space Systems Command, Enterprise Sourcing Division (SSC/PKA)
  • Estimated Revenue: $132M
  • Set-Aside: 100% socioeconomic set-aside — Woman-Owned Small Business
  • NAICS: 541513, Computer Facilities Management; $37M size standard; PSC R499
  • Required GSA SINs: 54151S, 518210C, and 54151HACS — must already be on your MAS schedule
  • Contract Type: Multiple-award BPA, firm fixed price, Commercial A&AS services
  • Maximum Awardees: Up to five
  • Estimated RFQ Release: End of Calendar Year 2026, Quarter 4

WHY THIS OPPORTUNITY MATTERS

The SSSV program consolidates Space Systems Command’s advisory and assistance services into six vehicles, and the set-aside structure is unusually favorable.

Security Support is the largest of the three remaining constellations at $132M, more than double Engineering Support at $50M, with both reserved entirely for Woman-Owned Small Business and both capped at five awardees

The schedule, however, has moved repeatedly. Security Support has been rescheduled across four amendments, and its position in the release order has been reshuffled twice. Firms preparing should focus on what is within their control:

  • Confirming NAICS 541513 and SINs 54151S, 518210C, and 54151HACS are on your GSA MAS schedule
  • Adding any missing SIN through a modification
  • Documenting Space Force, DoD, or national security space past performance
  • Lining up teaming partners or subcontract arrangements with other MAS holders

WHO SHOULD CONSIDER THIS OPPORTUNITY

This BPA is built for Woman-Owned Small Businesses holding GSA MAS schedules with security and cybersecurity services categories. Firms with experience in the following should assess their fit now:

  • WOSB-certified firms holding GSA MAS with SINs 54151S, 518210C, or 54151HACS
  • Security program support providers serving DoD or national security space customers
  • Information systems security, FISMA, and RMF compliance specialists
  • Personnel, physical, industrial, and information security support firms
  • Cybersecurity services providers qualified under Highly Adaptive Cybersecurity Services
  • Current Space Systems Command subcontractors seeking a prime BPA position
  • Non-WOSB MAS holders evaluating teaming or subcontract arrangements, which SSC explicitly encourages

HOW OST CAN HELP

With the RFQ projected for the end of Q4 and schedule eligibility decided before the solicitation posts, this is the window where preparation changes outcomes. OST supports firms pursuing GSA-based BPAs with:

  • Bid/No-Bid assessment: Confirming WOSB status, schedule and SIN eligibility, and realistic win probability against a field capped at five awards
  • Schedule Requirements: GSA MAS onboarding (2 support options) and adding SINs (including on existing active MAS schedules)
  • Capture planning: Positioning with SSC/PKA and shaping win themes ahead of an RFQ that will post with limited lead time
  • Teaming strategy: Identifying complementary partners via OST’s partnering portal (200+ companies) to close capability and schedule-coverage gaps
  • Past performance strategy: Documenting national security space and DoD security support references mapped to the constellation scope
  • Proposal development: Quote preparation, pricing, and compliance for a commercial BPA competed on GSA eBuy

The RFQ is projected for the end of Calendar Year 2026, Quarter 4, and will be posted to GSA eBuy rather than SAM.gov. With $132M of projected work, a hard cap of five awardees, and a 100% WOSB set-aside, the SSSV Security Support BPA is one of the stronger near-term positions available to qualifying women-owned firms, assuming the right NAICS and SINs are already on your schedule.
