What’s New in the Final RFP?

Evaluation Factors: Past performance is significantly more important than price, with proposals evaluated based on technical acceptability and past performance confidence. The final solicitation emphasizes a “Best Value” approach, with detailed instructions on the tradeoff between past performance and price, offering flexibility for awarding contracts to vendors demonstrating superior technical and past performance capabilities.

Offerors can submit up to five past performance examples to support their bid for the CHIPS IDIQ.
