With federal budget negotiations still in flux, government contractors face critical decisions about how to allocate business development (BD) budgets in a year of funding constraints and shifting priorities. While Congress has not finalized a decision, the most likely outcome is a Continuing Resolution (CR) extending government funding into September 2025, delaying full appropriations, and keeping agencies in a holding pattern.
A CR means agencies will operate under prior-year funding levels, limiting new program starts and delaying some contract awards. However, agencies still have mission-critical needs, and BD strategies must adapt to ensure companies remain competitive and identify emerging opportunities.
