Webinar: DHA OMNIBUS IV On-Ramp — 8(a) Is the Way

December 16, 2026 @ 12:00 pm - 1:00 pm

The RFP is expected to be released soon. If you are 8(a) certified and work in defense health, this is the window.

How to Position for a Seat on a $10 Billion Military Medical R&D Vehicle

Register Today

The Defense Health Agency Contracting Activity (DHACA) has announced its intent to on-ramp new holders onto OMNIBUS IV, the multiple-award IDIQ for military medical research and development. The vehicle carries a $10 billion cumulative ceiling and ordering authority through June 2032. The anticipated RFP is expected to be released, at the earliest this QTR, and more likely the 1st QTR or 2027.

The eligibility bar has narrowed. DHA’s earlier market research invited all small business socioeconomic categories and has changed so that this on-ramp will be set aside for firms certified under the SBA 8(a) Program. This single change decides who can compete as a prime.

OMNIBUS IV is also a vehicle that is demonstrably being used. DHACA reports 61 task orders issued to date worth more than $690 million, with 42 going to small businesses and 15 awarded to an 8(a) participant. Roughly 95 percent of those orders were placed in fiscal years 2024 through 2026, so ordering velocity is rising rather than tapering.

Join Bill Schalik, Partner and President of OST Global Solutions, for a practical breakdown of what DHACA has communicated, what the task order data tells you about where the work goes, and what 8(a) firms should be doing before the RFP drops.

WHAT WE’LL COVER

  • Where the on-ramp stands, what the RFP is expected to require, and how the schedule has moved since the original Fiscal Year 2026 notice
  • How OMNIBUS IV is structured: four market segments, the current 56-prime field, and why segment selection matters more than breadth
  • What the task order data shows: 61 orders, $690M+, who is placing them, and which market segments have seen the most activity
  • The 8(a) set-aside: eligibility, certification runway through award, and what happens if your program status changes mid-competition
  • Assessing competitive fit: scientific and regulatory staffing, human and animal subjects compliance, and past performance that maps to a specific segment
  • Teaming and positioning: where to prime, where to partner, and how to close scientific, clinical, and regulatory gaps before the solicitation
  • What to do in the weeks before release: capture planning, past performance packaging, and proposal readiness on a compressed timeline

WHY ATTEND

Whether you are already performing defense health research, subcontracting on OMNIBUS IV today, or evaluating the vehicle as a new market, this session will help you decide which market segments you can credibly win and what it takes to be ready when the RFP posts. With release expected within the next 2-5 months and multiple awards anticipated, the preparation window is short.
