This MAC will cover global delivery and support of Electronic Security Systems (ESS) and Emergency Management Systems (EMS). Scope includes:
Programmatic, Engineering & Technical Support
- Program management, planning, and documentation
- Systems engineering and site survey/design
- Installation, integration, testing (PITCO, SOVT, ATP)
- Lifecycle logistics, maintenance, technical manuals, training
- Remote and onsite assistance, and system disposal
Equipment & Materials Support
- Warranty management, procurement tracking
- Offshore procurement of communications security equipment

Security Requirements
To qualify for this contract, the prime contractor must hold an active Top Secret Facility Clearance (TS FCL) with SCI access. Most personnel assigned under the contract will be required to hold Secret clearances, while certain roles will demand Top Secret clearance with SCI eligibility. Clearance readiness will be a gating factor for award eligibility and task order performance.
Contract & Evaluation Strategy
The GSS MAC will be competed under full and open, unrestricted competition, with multiple awards anticipated. The government has stated that all offerors who are technically acceptable, determined to be a responsible source, and meet the solicitation’s requirements will receive an award. Notably, price will not be evaluated at the MAC level, but instead during task order competitions following the award.
Small Business Reserves
While this is an unrestricted contract at the MAC level, the government has indicated that certain delivery and task orders will be reserved for small businesses. Areas expected to fall under small business set-asides include Mass Notification Systems (MNS) and Verint OEM equipment. For full-and-open task orders, a HUBZone price evaluation preference will apply in accordance with FAR 19.1307(a), though this preference will not extend to the SB-reserved orders.
