The Air Force Life Cycle Management Center, PAE C3BM, DAF Battle Network “Megatron” Multiple Award IDIQ’s acquisition strategy is approved and decision authority delegated. Based on the combined scope of the two predecessor vehicles it will succeed, the ceiling is expected to reach $4.5B or higher.

Megatron will be a hybrid supply and service vehicle supporting the development, procurement, assembly, delivery, and sustainment of PAE C3BM product lines with a scope that spans:

  • Digital architecture, standards, and concepts; sensor integration; data and AI/ML; secure processing and multi-level security; connectivity including LOS and BLOS, anti-jam, and LPI/LPD; open-interface applications and SDKs; and effects integration

The government has confirmed the vehicle will be awarded with both a Small Business pool and an unrestricted pool, a change from the full and open predecessors. A virtual Industry Day is planned for 7 October 2026, with the draft RFP targeted for late Q4 FY26.

OPPORTUNITY SNAPSHOT

  • Opportunity: DAF Battle Network “Megatron” Multiple Award IDIQ (DBN MAC IDIQ)
  • Agency: Department of the Air Force, AFLCMC, PAE for Command, Control, Communications and Battle Management (C3BM)
  • Estimated Value: $4.5B+
  • Draft RFP: Late Q4 FY26
  • Estimated Final RFP: Mid Q1 FY27
  • Estimated Award: Q3 FY27
  • Industry Day: Virtual, 7 October 2026 (no one-on-one sessions)
  • Contract Type: Hybrid supply and service MAC IDIQ
  • Competition: Small Business pool and unrestricted pool

WHY THIS OPPORTUNITY MATTERS

The DAF Battle Network is the system-of-systems tying together Air Force and Space Force command, control, and battle management capabilities. Megatron is the vehicle that will buy the technology behind it. What this will cover:

  • Digital engineering and modeling, sensor hardware and software, cloud data repositories and AI/ML algorithms, multi-level security and EITaaS expansion, tactical networking to the edge, C2 applications, and networked effects including smart munitions and low-cost autonomous platforms

The dedicated Small Business pool is the headline. Both predecessor contracts, ABMS and XA, were competed full and open, and neither is onboarding new vendors, so a structured small business track opens DAF Battle Network technology development to firms that could previously compete only as subcontractors. For those firms, Megatron is the entry point.

The schedule has also firmed considerably since spring, moving from a vague forecast to an approved strategy with a named Industry Day. Competitive teams typically bring:

  • Demonstrated past performance in one or more of the seven technical categories; digital engineering and open-architecture experience; cleared personnel and facility clearances for multi-level security work; the ability to show rapid integration and low switching costs (which C3BM has emphasized); and teaming partners covering the categories outside your core

WHO SHOULD CONSIDER THIS OPPORTUNITY

This vehicle is built for firms with defense research, development, and technology integration experience supporting command and control, battle management, or JADC2 programs. Firms with experience in the following should assess their fit now:

  • Digital engineering, modeling and simulation, and open-architecture standards development
  • Sensor hardware and software development emphasizing open interfaces and interoperability
  • Cloud data platforms, publish-subscribe architectures, and AI/ML algorithm development
  • Secure processing and multi-level security, including EITaaS delivery across classification levels
  • Tactical communications and networking with LOS, BLOS, anti-jam, and LPI/LPD experience
  • C2 application and SDK development for cross-domain, multi-source data fusion
  • Small businesses currently subcontracting on ABMS, XA, or other AFLCMC JADC2 programs

HOW OST CAN HELP

With Industry Day on 7 October and the draft RFP targeted for late Q4 FY26, Megatron is squarely in the capture window. OST supports defense technology firms preparing for complex AFLCMC competitions with:

  • Bid/No-Bid assessment: Evaluating fit against the seven technical categories, size status, and win probability in a crowded field
  • Capture planning: Win themes and positioning relative to incumbent ABMS and XA contractors
  • Teaming strategy: Identifying complementary partners via OST’s partnering portal (200+ companies) to cover categories outside your core
  • Past performance strategy: Documenting JADC2, C2, and technology integration past performance mapped to the categories you intend to bid
  • Proposal development: Technical approach, past performance narratives, pricing, and compliance for a Part 15 IDIQ submission

With a dedicated Small Business pool, an expected ceiling above $4.5B, and a draft RFP targeted within months, the DAF Battle Network Megatron MAC IDIQ is one of the more consequential near-term openings for defense technology firms.
