The Federal Aviation Administration (FAA) has released a Screening Information Request (SIR) for the Information Technology Innovative Procurement for Strategic Sourcing Procurement (ITIPPS). ITIPPS is a new, multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) vehicle for FAA, non-National Airspace System (non-NAS), IT mission support.
The Government is expected to award up to 12 contracts over a 10-year period of performance under this solicitation: two or three awards to Offerors unrestricted in size; and 8 or 9 awards to Small Businesses. In the Small Business restricted pool, the Government expects to award two or three awards to Service-Disabled Veteran Owned Small Business (SDVOSB) and two or three awards to SBA-designated 8(a) companies.
ITIPPS calls for responsive technical, administrative, management, and professional IT-related services to support AIT in its enterprise-wide technology modernization efforts. Awardees must provide all supervision, labor, facilities, equipment, material supplies, and services specified in the Task Order(s). The scope of this work includes, but is not limited to:
- IT Management and Administrative Solutions:
- Program management / project planning
- Compliance and evaluation
- Operational business intelligence
- Office administration
- Facilities support
- Asset management
- Technical Solutions:
- Enterprise architecture, strategy, and planning
- Requirements analysis & management
- Infrastructure & solution architecture, planning & design
- Infrastructure & software application
- Test & Evaluation
- Solutions support and operations & maintenance
- Security management & support
FAA will award contracts that allow for placement of Firm-Fixed Price, Time-and-Material, Cost-type, and hybrid task orders resulting from this SIR.
The NAICS code for this vehicle is 541519 Other Computer Related Services, with a size standard of $30 million. There is $10,000 minimum ordering obligation for each IDIQ contract, with a cumulative dollar ceiling of about $2.4 billion for all contracts. Task Orders can be fully or incrementally funded, in accordance with Acquisition Management System (AMS) clauses 3.3.1-37 and 3.3.1-39.
Bidders should submit questions in writing, as specified in the SIR. Answers will be provided in a future amendment if deemed necessary by FAA.
