Scope of Work, Instructions, and Evaluation Criteria
The MLSS II scope of work includes:

Offerors must submit the following volumes no later than August 7:
Volume I: Mission Suitability (65 pages)
Volume II: Price (No page limit)
Volume III: Past Performance (35 pages)
Volume IV: Contract (No page limit)
NASA will evaluate offers based on the following factors to determine the most advantageous proposal to the Government:
- Mission Suitability will assess how well your proposed solution meets NASA’s requirements as outlined in the RFP.
- Price will be evaluated for fairness, reasonableness, and realism. The total price evaluated will include the base requirement and all options.
- Past Performance will consider your track record on previous contracts that are similar in size, scope, and complexity to the MLSS II requirement.
