The General Services Administration (GSA) has issued an amendment to its draft Request for Proposals (RFP) for Alliant 3, one of the largest contracts by obligations, expected to go live in early 2023. Offerors can now claim points for sustainability-related public disclosures of greenhouse gas emissions. Comments on the updated draft solicitation are due January 31, 2023 by 12 pm.

Alliant 3, a government-wide indefinite delivery indefinite quantity (IDIQ) best-in-class (BIC) contract, focuses on the acquisition of advanced IT services, artificial intelligence, distributed ledger technology, robotic process automation, and other types of emerging IT. The total estimated value for Alliant 3 is $75 billion, and GSA is expected to issue up to 60 awards.

The amendment includes 3,500 points for sustainability-related public disclosures of greenhouse gas emissions for scope 1 and 2 (1,750 pts.) and scope 3 (1,750 pts.). Scope 1 emissions are direct greenhouse gas emissions from sources owned or controlled by the offeror or reporting entity (including company facilities and vehicles). Scope 2 emissions are indirect greenhouse gas emissions purchased or acquired for the offeror or reporting entity’s own consumption, but which occur at sources owned or controlled by another entity (including purchased electricity, steam, heating, and cooling). Scope 3 emissions are Corporate Value Chain greenhouse gas emissions.

Bidders can review the draft RFP and scorecard at SAM.gov. GSA is expected to announce a release date for the final RFP in February 2023 (the final RFP is expected no earlier than May 2023).

Bidders can use up to seven distinct projects to show relevant experience across five NAICS codes:

  • Other Computer-Related Services (541519)

To be considered relevant experience, each project must meet a minimum value threshold of $7.5 million, be ongoing or completed within five years of the proposal due date and have at least one year of performance completed.

Bidders can earn additional points for experience in Emerging Technology and can submit up to three examples in the following categories: Artificial Intelligence, Big Data, Cloud Computing, Cybersecurity, Edge Computing, Extended Reality (XR), Health Information Technology (HIT), The Internet of Things (IoT), Mobile IT, Quantum Computing, and Zero Trust Networks. Individual Projects must be valued at least $1 million to earn points in this category.
