The Department of Homeland Security (DHS) is on the verge of releasing the second draft Request for Proposal (RFP) for the PACTS III (Program Management, Administration, Clerical, and Technical Services) multiple-award contract. This is a fantastic opportunity for qualifying companies to become a part of an extensive $5.6 billion program.

In its latest update to industry, DHS said it will issue a second draft RFP and conduct a virtual Industry Day by mid-July. Since the first draft RFP was released in March, the agency has posted responses to more than 600 questions submitted in response to the draft.

What is PACTS III?

PACTS III is a suite of IDIQ contracts aimed at establishing a flexible, responsive, and streamlined platform to provide program management, administrative, clerical, technical, and engineering services that will empower DHS to achieve its mission objectives. By creating a pool of pre-qualified contractors, PACTS III ensures rapid access to vital services through both competitive and non-competitive methods.

The PACTS III contract will cover a wide range of services, such as business process reengineering, policy development, software engineering, and data analysis. If your company provides any of these services, PACTS III could be a lucrative opportunity for your business.

Who is Eligible?

DHS has set aside 100% of the awards for the following socioeconomic categories: Service-Disabled Veteran Owned Small Business (SDVOSB); Woman-Owned Small Business (WOSB); 8(a) Businesses; and Historically Underutilized Business Zone (HUBZone).

Scope of PACTS III

The PACTS III Statement of Work (SOW) includes three Functional Categories (FCs) encompassing a wide array of services:

  • FC1: Administrative Management and General Management Consulting Services
  • FC2: Office Administrative Services
  • FC3: Engineering Services

Bidders must submit a separate proposal for each of the functional categories, but it’s worth noting that if they want to compete in more than one socioeconomic track, it’s not required to submit separate proposals for each category. DHS will evaluate the same proposal against the other offerors within the respective socioeconomic tracks.
