PACTS III Opportunity Description
This requirement supports the Department of Homeland Security, Strategic Programs Division. This is the DRAFT Request for Proposal (RFP) for Program Management, Administration, Clerical, and Technical Services (PACTS) III. In previous postings, this requirement has been referred to as, “Programmatics, Administration, Clerical, and Technical Services (PACTS) III”. Please note, any previous reference of, “Programmatics”, is hereby replaced with, “Program Management”.
PACTS III is set aside only for Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zones (HUBZone), and 8(a) businesses.
The Acquisition Planning Forecast System (APFS) number for this requirement is: F2022059380
IMPORTANT: The PACTS III acquisition team is seeking responses to the following survey: https://www.surveymonkey.com/r/PACTSIII. The purpose of this survey is to allow the government to estimate the number of relevant projects each person has, and under which business type(s) a person is most likely to submit most of their projects. PLEASE REVIEW THE ENTIRE DRAFT RFP PRIOR TO COMPLETING THE SURVEY. We appreciate your time and responses.
The DRAFT documents and language within this Draft RFP are subject to change. Should any language in the DRAFT documents conflict with the final issued RFP, the final RFP shall take precedence. Attachment 2 and Attachment 3 are not included in this draft RFP but will be provided in the final RFP.
All questions or concerns regarding any aspect of this draft solicitation shall be submitted using the Solicitation Question and Answer Form, Attachment 17 and sent to PACTSIII@uscis.dhs.gov no later than 5:00 pm Eastern Time on March 21, 2023.
The PACTS III Industry Day is anticipated to be towards the end of March 2023. Once the DHS has a firm date, industry will be notified with details (including registration information), by posting on this thread and APFS.
