The National Institutes of Health Information Technology Acquisition & Assessment Center (NITAAC) is expected to issue solicitation documents in June for the next iteration of the Chief Information Officer – Commodity Solutions (CIO-CS) Government-wide Acquisition Contract (GWAC), which the agency is calling “The Store,” short for Chief Information Officer – Commodities Store.

This 10-year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with an estimated ceiling value of $25 billion, is a key vehicle for federal agencies to procure cutting-edge information technology (IT) commodities and solutions, encompassing a wide range of health, life sciences, and general IT initiatives.

Latest Developments:

RFP Release and Timeline: The final Request for Proposal (RFP) is now expected to be released in early Summer 2024, with proposals due in late Summer 2024. NITAAC will evaluate submissions in the fall and winter of 2024 and are expected to make award announcements in February 2025 before the current CIO-CS contracts expire in April 2025.

Sources Sought: NITAAC outlined its preliminary search for qualified small business manufacturers and resellers of information technology commodities in a sources sought notice posted on SAM.gov earlier this month.

The notice highlighted the Government’s aim to procure commercial-off-the-shelf IT commodities and solutions, including but not limited to end-user hardware and software, IT security software, enterprise performance management tools, and health and biomedical research IT capabilities, in support of health, life sciences, and general IT initiatives across federal agencies.

Industry Day Insights: At a virtual industry event held on March 18, NITAAC indicated that the ceiling value of “The Store” would be $25 billion. The agency will award multiple IDIQ contracts (the exact number has not yet been specified), and the competition is expected to be open to all qualified contractors.
