The U.S. Navy is seeking proposals for a $4-billion multi-award contract vehicle that will consolidate and modernize existing afloat networks to give the service the tools to “dominate the cyber warfare tactical domain.”
The Consolidated Afloat Networks and Enterprise Services (CANES) Full Deployment (FD)
Contract aims to procure Build-to-Print (BTP) CANES production units, kits, modules, components, software, spares and development items for shore, surface, and submarine platforms. CANES also encompasses functions to support production activities, such as program management functions.
CANES is an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC). Specific requirements will be defined in individual Deliver Orders (DOs). The proposed period of performance is expected to be ten years base. Place of performance will be on multiple Navy shipboard locations.

CANES is a major part of the Navy’s plans for modernization, which includes upgrading cybersecurity, command and control, communications, and intelligence systems afloat, and replacing expensive and obsolete networks.
The primary goals of the CANES program are to:
- Provide a secure afloat network required for Naval and Joint Operations
- Consolidate and reduce the number of afloat networks by using Common Computing Environment and mature cross-domain
- Reduce the infrastructure footprint and associated Logistics, Sustainment, and Training Costs
- Increase reliability, security, interoperability, and application hosting to meet current and projected Warfighter requirements.
The CANES procurement will be conducted under full and open competition. The Government will utilize a Firm Fixed Price (FFP) CLIN structure for: 1) CANES Production Units for afloat unit, force, and submarine platforms, 2) Software – Initial, 3) Software – Renewals and Maintenance, 4) Spares and System Components, and 5) Lab Equipment.
Incumbent vendors are Management Services Group, BAE Systems, General Dynamics, DRS Technologies, Serco Group, CGI Group, and Northrop Grumman.
