The U.S. Army has decided to merge two major contract vehicles to create a new $50 billion, 10-year acquisition vehicle for information technology and professional services. The Marketplace for the Acquisition of Professional Services (MAPS) is a newly consolidated acquisition vehicle, designed to streamline procurement processes and enhance the Army’s digital transformation efforts.
The Army expects to hold an industry day before the end of 2024 for the new MAPS vehicle.
MAPS Overview
MAPS is a multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contract, which is set to replace the IT Enterprise Solutions 3-Services (ITES-3S) and Responsive Strategic Sourcing for Services (RS3) contracts. The Army, along with the Department of Defense and other federal agencies, will leverage MAPS to procure a wide range of IT and knowledge-based professional services, including program management, research and development, testing, business process reengineering, and cybersecurity support.
By consolidating ITES-3S and RS3, which are both set to expire in 2027, the Army aims to save both time and money for the government and industry partners. The Army decided to move forward with this consolidation after receiving extensive industry feedback earlier this year that confirmed the value of reducing duplication of effort.
An Overview of the Prior Contracts
In September 2018, the Army selected 135 companies to participate in the $12.1 billion ITES-3S contract vehicle. This contract encompasses a broad range of services, including cybersecurity, network and systems management, IT supply chain operations, and telecommunications support.
The RS3 contract, valued at $37.4 billion over ten years, focuses on providing services in engineering, logistics, acquisition, strategic planning, education and training, and research and development, along with test and evaluation support.
What’s Next
The Army’s Program Executive Office Enterprise Information Systems (PEO EIS) plans to hold an Industry Day for the MAPS contract vehicle by the end of 2024, providing an essential forum for vendors to engage with the government and understand the upcoming opportunities.
