This acquisition is a 100% Total Small Business Set-Aside under NAICS 541990 with a $19.5M. This is a 3-phase support requirement, and Phase I responses are due 13 October 2026 at 11:59 PM Eastern.
The requirement covers professional support across the full lifecycle of simulation, training, testing, and threat solutions. Scope spans:
- Vision statements and doctrine, architecture development, acquisition and budget planning, business and financial programming, modeling and simulation and training device development, fielding and execution, system analysis and integration, integrated logistics support, IV&V, prototype development, and subject matter experts on military tactics, techniques, and procedures — with envisioned growth in cyber and information warfare, robotics, unmanned vehicles, AI, hypersonics, directed energy, electronic warfare, autonomous systems, and medical training
The critical performance requirement is unique. The Army wants the winner to develop and transition CPE ST3 from a traditional staffing-based support model to a task-based, outcome-driven Agile delivery framework — a framework designed by the contractor and intended to be replicated across future Army requirements.
