The Department of Veterans Affairs has released the final request for proposals (RFP) for the Transformation Twenty-One Total Technology Next Generation 2 (T4NG2), a potential 10-year, $60.7 billion contract vehicle covering a range of information technology and health IT services.

Under this multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contract, vendors can submit bids for a variety of services, including cybersecurity, enterprise network, test and evaluation, program management and strategic planning, systems and software engineering, and operations and maintenance.

The VA has been moving quickly with this opportunity, issuing two draft RFPs in January and February. The agency released the final RFP on March 14, 2023, and has posted answers to bidder questions as of March 20. The VA expects to make awards before the close of the year.

The Government will award a total of 30 contracts under the unrestricted and small business set-aside portions of the contract, with half of those awards going to service-disabled, veteran-owned small businesses (SDVOSB). Of these 15 reserved contracts for SDVOSBs, one will be given to a SDVOSB that is also certified as a Woman-Owned Small Business (WOSB), and another contract will be given to a SDVOSB that is also certified as a Historically Underutilized Business Zone (HUBZone) business.

Self-Scoring Evaluation

The VA is using a self-scoring approach to assess T4NG bidders. Bidders will score themselves on up to 10 relevant experience projects, as well as other elements such as accounting systems, certifications, and current veterans’ employment. The criteria for a Relevant Experience Project include a minimum threshold of $250,000 and the work must be ongoing or completed within five years of the T4NG solicitation release.

The agency will validate points claimed and re-rank offerors as necessary to reach 30 awardees. The highest scoring proposals will then be evaluated for price prior to award. Proposals are largely limited to the scoring matrix, substantiating documentation, and proposed pricing.

T4NG2 is a follow-on to the first T4NG contract, which had a ceiling value of $22.3 billion and 37 active IDIQ contracts. The T4NG2 contract has a ceiling of $60.7 billion and is structured to meet/exceed VA’s socioeconomic contracting goals, specifically SDVOSB/VOSB goals.
