(DC3oE) has launched the Army Open Solicitation (AOS) — a perpetual, rolling-entry contracting framework designed to bring in innovative commercial technologies and cutting-edge R&D solutions across all Army mission areas.

This vehicle is live now and will remain open indefinitely. The Army is using AOS to field solutions that accelerate modernization, increase lethality, and revitalize the defense industrial base.

What Makes AOS Unique?

Unlike traditional RFPs, AOS enables continuous submission of “solution briefs” in response to specific Calls for Solutions — each targeting a particular capability gap. This is a chance to submit early, shape opportunities, and pursue contract awards aligned with your expertise.

Current projects include:

  • Project ENTERPRISE_25-01 – Army Training Management Capability (ATMC)
    Solution Briefs due May 16, 2025
  • Project ENTERPRISE_25-02 – Managing Army’s Human Capital (MAHC-III)
    Solution Briefs due June 27, 2025

More Calls for Solutions are expected throughout the year.

  • Soldier Equipment and Tactical Comms
  • Training Systems and Simulation
  • Enterprise Business and HR Systems (e.g., IPPS-A)
