OASIS+ replaces the OASIS, BMO, and HCaTS vehicles, which generated $133.7B in combined spending. The Phase II solicitation went live January 2026, and remains open under a continuously open, rolling-award model. There are six contract pools, 13 service domains, no contract ceiling, and no cap on awards. With roughly 150 functional areas mapping to those domains, the vehicle is essential for small businesses in professional and technical services.
With Phase II being active and open for submission and awards already occurring for this phase, submitting your RFP response sooner than later supports your organization being able to successfully on-ramp and bid task orders.

WHY EARLY POSITIONING MATTERS
The on-ramp process takes time and requires a calculated scoring solution to verify domain(s) qualification, correct past performance documentation, pricing strategy, as well as a secondary compliance review. Because GSA evaluates and awards on a rolling basis, earlier submissions can reach award sooner, and a firm’s ordering-period clock and task-order eligibility begin once they are on the vehicle.
As federal agencies transition from expiring contracts to OASIS+, firms awarded sooner will be positioned to compete as task orders migrate to the new vehicle throughout 2026. Early positioning also allows time to establish relationships with ordering agencies, build teaming arrangements, and develop competitive pricing, which can lead to strong task-order and even sole-source opportunities.
WHO SHOULD CONSIDER OASIS+
OASIS+ is designed for firms with relevant past performance in federal, state, or commercial sectors that can compete on price and quality solutions and delivery across 13 domains:
- Technical and Engineering
- Research and Development
- Management and Advisory
- Environmental
- Intelligence Services
- Enterprise Solutions
- Facilities Services
- Logistics
- Business Administration
- Financial Services
- Human Capital
- Marketing and Public Relations
- Social Services
You do not need a GSA Schedule or prior government experience to compete, only relevant past performance for each domain you pursue. Current OASIS+ holders can also add domains or laterally springboard into another socioeconomic IDIQ they now qualify for.

For Phase II, OST has already assisted 28 additional companies with their submissions and are actively supporting 20 small businesses through their first OASIS+ on-ramp. We’ve developed a standardized process aligned to the RFP requirements and scoring criteria to validate which pools and domains you should pursue.
We support clients with:
- Domain qualification analysis and scorecard gap assessment
- Past performance strategy and documentation
- Teaming support to help you qualify for additional pools and domains, and/or score higher in your initial pools and domains
