The Missile Defense Agency (MDA), part of the U.S. Space Force (USSF) since 2021, is preparing to issue solicitation documents for one of the most lucrative contracts of the year – the MDA Integration and Operations for Enterprise Solutions (MIOES) contract. A Request for Proposals (RFP) on this single award Indefinite Delivery/Indefinite Quantity (IDIQ), anticipated to be worth $4.6 billion, could be released as soon as August 2023.

The MIOES contract is a re-compete of the Integrated Research and Development for Enterprise Solutions (IRES) contract, held by Jacobs Engineering. Building on the foundation of the IRES contract, MIOES has a broader scope, including research and development IT services, mission operations, systems engineering, and “Zero Trust” IT architecture.

The MIOES contract will support wargaming for the Missile Defense Integration and Operations Center (MDIOC), located at Schriever Space Force Base in Colorado Springs. MDIOC serves as a 24/7/365 operations center, a test range, and a hub for MDA’s network infrastructure, RDT&E, data operations, cybersecurity, and real-world event support.

In a recent Request for Information (RFI), the MDA outlined preliminary requirements for MIOES:

  • Advanced information technology, data handling, and communication services
  • Testing, training, modeling, and war gaming
  • Engineering and facilities support
  • Events and business operations

Advanced cybersecurity and cloud certifications are likely to be critical, as the MDA will require a Zero Trust access model to safeguard its vast and sensitive network.

Competition is expected to be fierce, and teaming will be important, as the incumbent has issued more than 400 subcontracts worth $150 million, according to Bloomberg Government.
