The General Services Administration (GSA) has announced plans to issue an amendment to the Polaris GWAC Small Business Pool offerors in August 2023. This amendment will incorporate the submission of a price proposal and adjustments to the evaluation requirements specific to protégé firms. Further amendments for the WOSB, HUBZone, and SDVOSB Pools are planned for September 2023.
Background on Polaris:
Polaris replaces GSA’s $15 billion Alliant 2 Small Business contract. GSA’s goal for Polaris is to build on the success of 8(a) STARS III and VETS 2 with a greater emphasis on emerging technologies such as artificial intelligence, automated technology, distributed ledger technology, edge computing, and immersive technology while furthering Administration efforts on diversity, equity, inclusion, and accessibility.”
The U.S. Court of Federal Claims recently ruled that the GSA must amend its $15-billion Polaris IT-based solicitation and allow companies to resubmit their proposals, stopping the evaluation process and the awarding of contracts until the necessary changes are made.
What’s Next for Polaris:
GSA’s amendments to the Polaris solicitation must address the issues raised by the court, which include changing how they score past performance for Joint Venture submissions, and the inclusion of pricing in the evaluation for awards at the master contract level.
