The National Institutes of Health (NIH) is expected to release the third iteration of its Public Information and Communication Services (PICS) III IDIQ at any time, as its previous contract vehicle, PICS II, expires this month.

PICS III is a $1.6 billion small business set-aside contract vehicle that will provide NIH with essential communications services including media outreach, graphic design, web and database, materials development and distribution, and exhibit support. PICS III is a continuation and expansion of its predecessor contract.

NIH released a draft Statement of Work (SOW) for PICS III in June 2022. With the final Request for Proposals (RFP) imminent, now is the time to develop your solution and organize for the proposal submission.

Understanding NIH PICS III

The PICS III master contract is designed to enable the NIH, HHS Operating Divisions, and potentially other federal agencies to maintain high-quality performance in media communication, information dissemination, and technology.

Key Elements of the Draft SOW

Purpose: To procure superior communication goods and services, especially where such expertise is not available in-house.

Scope of Work: The contract will address the evolving communication landscape, linking health science, and medical communications with the digital world. It encompasses a wide array of activities, including consumer-oriented information clearinghouses, national exhibit programs, and comprehensive public awareness campaigns.

Comprehensive Services: The contract encompasses a comprehensive range of services, including communication evaluation and social marketing. It offers various contract types, such as firm fixed-price, time and material, and labor hour, to accommodate diverse project needs.

Management and Administrative Expectations

Contracted firms are expected to manage all aspects of the services provided efficiently. This includes:

  • Recruiting and managing qualified staff
  • Ensuring compliance with personnel hiring and security requirements
  • Managing contractor facilities, equipment, and resources
  • Conducting business transactions electronically, including proposal submissions and invoices
