The General Services Administration (GSA) has recently released updates on the highly anticipated Alliant 3 Governmentwide Acquisition Contract (GWAC).

GSA recently released an announcement thanking the industry for their RFI responses, and GSA mentioned a draft RFP expected to be released in Fiscal Year (FY) Q1 of 2024, which starts October 1st, 2023. Additionally, GSA released the first 28 answers to questions and will be releasing more answers periodically.

GSA also described how they determined the 60 award maximum. GSA conducted a historical analysis of Alliant 1 and 2 contracts, gathered customer input, and conducted market research. The maximum points available on Alliant 2 was 83,100 points and the lowest score on Alliant 2 to receive an award was 73,600 points or 88.6% of the available points. GSA also mentioned that 60 awardees is enough to ensure adequate task order competition.

Alliant 3 at a Glance:

  • Unrestricted, Multiple-Award, IDIQ GWAC contract.
  • GSA plans to issue 60 awards.
  • 10-year period of performance.
  • Projects must meet a minimum threshold value of $7.5 million within the past 5-years.
  • Master NAICS code: 541512 (Computer Systems Design Services).

The competition for Alliant 3 is expected to be fierce, with the Government planning to issue only 60 awards in a full and open competition. GSA reduced the values on their scoring table and updated Section M.6 to the following values:

  • Project value greater than $7.5 million but less than $35 million will be worth 500 points
  • Project value greater than $35 million but less than $100 million with be worth 1,000 points
  • Project value equal to or greater than $100 million will be worth 1,500 points

Alliant 3 will allow up to 7 projects scored under Size & Complexity, so the maximum points available is 10,500 under this section. Additionally, the Q&A answers seem to place a greater emphasis on emerging technology. Specifically, GSA said, “The number of emerging technology projects directly reflects the Government’s desire to have a contractor pool of highly-qualified offerors with the breadth and depth of experience in completing a variety of emerging technology projects.”
