Prepare a Winning Proposal for DHS’s $5.6 Billion Non-IT Services IDIQ

The Department of Homeland Security (DHS) has announced the release of its third iteration of the Program Management, Administration, Clerical, and Technical Services (PACTS) contract for non-IT services. With a total aggregate ceiling of $5.6 billion, PACTS III is an Indefinite Delivery Indefinite Quantity (IDIQ) that is expected to provide a pool of pre-qualified contractors who can deliver a range of program management, administrative, clerical, technical, and engineering services to DHS.

DHS is looking to create a set of Department-wide contracts that will fulfill their objectives for the next ten years. The draft Statement of Work (SOW) includes three functional categories, including Administrative Management and General Management Consulting Services, Office Administrative Services, and Engineering Services. Successful offerors must be capable of providing a comprehensive range of program management, technical, administrative, and operational services within one or more of these functional categories.

Bidders must submit a separate proposal for each of the functional categories, but it’s worth noting that if they want to compete in more than one socioeconomic track, it’s not required to submit separate proposals for each category. DHS will evaluate the same proposal against the other offerors within the respective socio-economic tracks.

DHS has set aside 100% of the awards for the following socioeconomic categories: Service-Disabled Veteran Owned Small Business (SDVOSB); Woman-Owned Small Business (WOSB); 8(a) Businesses; and Historically Underutilized Business Zone (HUBZone).

With the final RFP expected to be released later this year, the draft RFP and Statement of Work are already available for companies to develop a winning proposal. DHS will hold an Industry Day at the end of April, during which offerors can ask questions and participate in pre-solicitation discussions.
