The U.S. Army has issued the final solicitation for its Design, Development, Demonstration, and Integration II (D3I2) Domain 2 contract vehicle, an Indefinite Delivery Indefinite Quantity (IDIQ), that aims to enhance the Army’s capabilities in several critical defense areas, including space, missile defense, and high-altitude operations. D3I2 has an estimated ceiling value of $2 billion and is set aside for small businesses only.

Questions on the Request for Proposals (RFP) are due January 18, and proposals are due February 27.

D3I2 Domain 2: An Overview

D3I2 Domain 2 aims to fill a critical gap in the Army’s capabilities, ensuring advancements in strategic deterrence; global strike; intelligence, surveillance, and reconnaissance (ISR); and combating weapons of mass destruction (WMD). It encompasses:

  • Research and Development: Conducts research for the development of hardware components and software solutions, particularly for space, high altitude, and missile defense applications.
  • Testing and Integration: Involves testing and integration of prototypes into systems for operational deployment, emphasizing practical and field-relevant applications.
  • Evolutionary Development: Follows a “Concept to Combat” philosophy, supporting the development of systems from conceptual stages through to combat deployment.

Focus Areas

The program is divided into two Technical Support Areas (TSA):

TSA 1 – Warfighter Capabilities Enhancement: This part of the program targets technology advancements for bridging capability gaps and achieving significant military advantages. This includes:

  • Advanced Technologies: Development of technologies that address capability gaps and provide a significant leap ahead in military advantage.
  • Cyber and Electronic Warfare: Solutions for cyber defense and electronic warfare to protect and ensure the integrity of military communications and operations.
  • Directed Energy Components: Research and development of high energy laser and high-power microwave systems.
  • Surveillance and Reconnaissance Technologies: Advanced systems for monitoring, gathering intelligence, and conducting reconnaissance.
  • Counter-Improvised Explosive Devices (IED) Technology: Tools and technologies to detect and neutralize IED threats.
  • Position, Navigation, and Timing Systems: Technologies to ensure accurate and reliable positioning and timing information for military operations.

TSA 2 – Data Systems Transformation: This support area represents the Army’s push towards harnessing the power of advanced information technologies to gain a strategic edge in data exploitation, situational awareness, and decision-making in various operational contexts. It includes:

  • Data and Information Systems: Development of systems for managing and utilizing large sets of data effectively.
  • Cloud Computing: Solutions for secure, scalable, and efficient cloud computing resources.
  • Cybersecurity: Advanced cybersecurity measures to protect data and systems from threats.
  • Big Data Analytics: Tools for analyzing large and complex datasets to extract useful information and insights.
  • Artificial Intelligence/Machine Learning: AI and machine learning technologies to enhance decision-making processes and operational efficiency.
  • Quantum Computing: Research and development in quantum computing to solve complex computational problems.
