The National Institutes of Health (NIH) has released the final Request for Proposals (RFP) for the Public Information and Communication Services (PICS) III multiple award contract, a $1.6 billion small business set-aside contract vehicle that will provide NIH with essential communications services including media outreach, graphic design, web and database, materials development and distribution, and exhibit support.

Key Deadlines:

  • Questions Submission: Due by 10:00 am EST on 14 December 2023, via email at PICSIII@mail.nih.gov.
  • Proposal Submission: Due by 10:00 am EST on 18 January 2024, submitted electronically through https://ecps.nih.gov.

Proposal Overview:

Offerors must submit both a business and technical volume, with the technical volume limited to 35 pages. As part of their proposal, offerors must respond to a sample task order, providing both an approach in the technical volume and a price work up in the business volume. Additional requirements include:

  • Management Approach, including technical understanding and approach, plan for executing health education programs, and managing tasks.
  • Experience in National, Federal Health Programs.
  • Personnel and Organizational Strength, including resumes and bios of key personnel.
  • Understanding of Work and Technical Objectives.
  • Quality of Work Products, including sample PDF files.
  • Facilities, Equipment, and Supplies quality assurance.
